The execution of the State budget is subject to specific legal laws, identified as public accounting rules, structured around the fundamental principles, such as the principal role of the authorizing officers and accountants, the controller, the paymaster, and the managerial officer.
It should be noted that the payment authorizations go through financial control, the managerial officer, and the treasury unit.
Public managers are therefore subject to a multi-level accountability regime.
At the end, emphasis is stressed on the discipline principle of public official liability based on "Society has the right to hold any public official accountable for their administration." It can be disciplinary, through civil, criminal, and particularly financial, due to budgetary and accounting management.
