Consultation talks with companies and consulting firms of the building and public works sector were held this Thursday the 31st of July 2024.Its aimed at eliminating laxity in the domain of construction and follow-up teams inorder to improve the performance of companies involved in road maintenance sector.
The Minister of Public Works Emmanuel Nganou Djoumessi, chaired the consultation meeting in the presence of his close collaborators and all the stakeholders concerned including financial institutions, to brainstorm on the new modalities to be adopted to facilitate payments of contracts and execution of roads construction.
In other to achieve this objective, after the presentations, discussions were held in different workshops to deliberate on the final modalities to be adopted.
The second workshop dwelled on the theme: Financing the Building of Public Works, chaired by the General Director of Social Affairs, Joesph Abanda. During the discussion two aspects were raised, the financing by the Public Investment Budget, and that of the Road Fund. In line with the discussion, some doubts were raised on how to put in place the financial resources needed to meet the sector's requirements, and the ability of the project owner to make resources available to the stakeholders in the system.
To clearify the stakeholders, it was explained that MINTP is not responsible for the actual payment of invoices, MINTP does the validation and MINFI does the payment. After a short deliberation, the contractors proposed that the timeframe for issuing invoices should be reduced.They should limit the number of signatures, and they should also simplify the payment files, thus reducing the percentage of taxes, improving the contracting services and guarantee the supply of some budget lines. The contractor equally pleaded with the Minister of public works to intervene in the domain of payment.They also suggested that much money be given to Road Fund inorder to process payment rather than the treasurer because they are having a lot of difficulties receiving money through the treasury.
To crown it all, the Minister of Public Works closed the workshop condemning laxity on the part of the follow-up teams in the execution of projects.He further urged them to effectively carry out fieldworks with a lot strictness and reassuring the construction companies that their accounts would be followed up every month. Minister Emmanuel Naganou Djoumessi also expressed gratitude to companies respecting all the regulations spelled out in the contracts.
